Overview of position
    The Stabilization Facility for Libya (SFL) works to bridge the critical period of transition from initial period of humanitarian relief towards mid- and long-term structural and sector-specific support. It includes interventions at the municipal level that seek to strengthen national unity and reinforce state authorities for all Libyans through support for local stability.  The SFL is Libyan-led, with the Chair of the Presidency Council or his representative chairing the Board jointly with the Deputy Special Representative of the Secretary General, and the activities being implemented in cooperation with Libyan local authorities. The SFL is limited to specific localities depending on available funding, but must be scalable to reach across the entire state territory.
    The SFL supports three activity sets, each with a dedicated output:
    • Output 1: Light Infrastructure Rehabilitation;
    • Output 2: Capacity Boost; and
    • Output 3: Local Peace Structures and Conflict Management Capacity.
    At the municipal level, these outputs support the overarching SFL strategy by working toward agreed local stabilisation goals, whose achievement will be supported through the provision of peace dividends for communities through the rehabilitation of critical infrastructure, building the capacity of local authorities to address the needs of their population, and enhancing local mediation and conflict resolution capacities.
    In each municipality which the SFL works, it has, or will have, a partner organisation which conducts and updates conflict analyses, enables the formation of a local peace structure and helps to strengthen it, facilitates agreement on a local stabilisation goal and continued review of progress towards it, and builds local capacity to monitor conflict risks and manage those that arise. 


       
    Role objectives

    Under the direct supervision of the Stabilization Facility for Libya project manager and in close cooperation with our client's Communications Team, the Communication & Media Advisor will work directly with the Ministry of Planning (MoP) to design, manage and implement a communications strategy for  that aims to promote public and media outreach and to mobilize support for SFL. The Communication & Media Advisor also advises MoP colleagues, particularly within the technical cooperation office, on the development of publications, and the production and dissemination of communication products to inform key audiences on the progress made by the Facility. In this context, the incumbent is responsible for identifying MoP staff, who will maintain a close collaboration with communications focal points in municipalities involved in the SFL, and ensuring harmonization between and incorporation within the MoP overall communications strategy. The Communication & Media Advisor will create a plan to support advocacy and outreach through more intensive media/press coverage by building effective relationships with the media to promote and manage the coverage of the SFL as a key practice area within MoP. The incumbent also supports outreach campaigns that promote cooperation at the national and international levels.

    EXPERIENCE:

    10 years’ work experience in communication activities. The experience should include at least 5 years’ experience in formulating and drafting communication strategies, and planning media work, including experience in media relations.Demonstrated ability to draft concise, analytical and high-quality reports, knowledge management products and presentations in Arabic & English.  Knowledge of best practice in website design, search engine optimization techniques and a good understanding of emerging digital trends in Libya.A strong track record of effectively utilizing and developing a presence on, key social media platforms – mainly Facebook and Twitter– to build relationships and share information.Experience of measuring the performance of websites and digital channels, establishing/reporting against performance indicators.Demonstrable experience of transferring online and traditional communication skills.Fluency in English and Arabic required.

    DUTY STATION:
    The Consultants will be based in Tripoli, Libya, with the possibility to travel to Tunis, Tunisia for short missions (based on approval by supervisor)

    PAYMENT MODALITIES:
    Payment to the consultant will be made upon satisfactory completion of the above-mentioned deliverables.
