Overview of position
  • Our client has commenced its support to the country's new transitional authorities in their post conflict efforts. These range from assisting the Libyan authorities restore public security & the rule of law, promote inclusive political dialogue & national reconciliation, help the Libyans embark on the drafting of a new constitution & lay the foundation for elections. The most recent resolution mandates them to support the organization of elections in Libya, in full accordance with the principle of national ownership.
  • Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political & economic conditions affecting the macro stability of the country & the lives & livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place:
           - The Constitutional Drafting Assembly election on 20 February 2014 amidst violence & boycott by some minority groups.
           - The election of a new legislative body, the House of Representatives (HoR) in July 2014.
  • In addition, Libya conducted 92 municipal council elections during 2014 and 2015. With an overall goal of building the capacity of Libya’s transitional governance structures & facilitating citizens’ participation in political processes, this initiative is designed to support Libya in holding municipal council elections in 2018 & 2019. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated body responsible for Local Elections, the project expects to contribute to the timely planning, preparation & conduct of the upcoming municipal elections. The project focuses on support to & capacity building of the CCMCE to prepare & run successful election operations including a successful voter registration & prepare & conduct voter/civic education & awareness raising activities.
Role objectives
Under the overall supervision of the Chief Electoral Adviser & the Project Manager, the national Civic & Voter Education Coordinator, who will be based at the CCMCE, will support the civic & voter education initiative of the CCMCE. Following client approved procedures, s/he will device & implement the plan, which has been jointly developed by CCMCE & partners. The Adviser shall be providing technical assistance & guidance to the CCMCE on planning, developing & implementation of a comprehensive civic and voter education strategy.

Summary of Key Functions:
  • Design & implementation of a civic & voter education strategy.
  • Coordinate the production & dissemination of civic education materials.
  • Establishing relations with relevant stakeholders.
  • Continuous assessment of civic education activities.
The Civic & Voter Education Coordinator shall perform the following functions:
Support the implementation of a civic & voter education program:
  • Collaboration with the CCMCE in the design & development of culturally inclusive civic/voter education strategy, including dissemination of materials & activities.
  • Assist in design & development of culturally & inclusive civic/voter materials through a variety of mediums for potential voters.
  • Conduct a mapping of existing capacities to support a civil society civic education program.
Provide guidance to the CCMCE’s outreach & public relations team with civic education, public information to:
  • Develop TORs for the procurement of civic & voter education related activities.
  • Provide technical advisory support to the CCMCE for the production & dissemination of civic & voter education materials.
  • Work closely with selected partners/NGOs in the implementation of the civic/voter education initiative.
Provide regular reporting on the coverage & quality of civic education through:
  • The development of monitoring tools for the continuous assessment of levels of Libyans knowledge of electoral related issues among potential voters
  • Establish relations with relevant stakeholders & ensure there is close coordination with and among civic/voter education initiatives & other programs carried out by national & international NGOs & other entities.
The following are the key deliverable's expected during & towards the end of the assignment:
Deliverable's Work days
The civic education specialist will provide:
  • Inception report including evaluation & methodology.
  • Presentations on the conceptual framework, problems identified & analyzed.
  • Draft civic education time frame.
  • Civic education implementation plan.
  • Draft training module.
  • Final civic education framework.
  • Provide inclusive monthly report.
  • Final report to include proposed monitoring mechanism.
Payments will be done upon submission & approval of monthly reports. 
Project reporting
This role reports to the Chief Electoral Adviser & the Project Manager.
Key competenciesEducation:
- Master in Political or Social Sciences, Journalism/Communications &/or related fields.
- A first-level University Degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an Advanced University Degree.

Experience:
- Masters Degree with 5 years in the delivery of voter & civic education & information programs in an election context, or relevant equivalent experience in the field of working with CSO's & implementing projects.
- Bachelor Degree with 7 years in the CSO's & information programs in an election context, or relevant equivalent experience in the field of working with CSO's & implementing projects.
- Work experience with electoral management bodies is an advantage.
- Work experience with implementation of an inclusive/gender responsive civic & voter education program is an asset.
- Work with CSO's in Libya is an asset.

Language requirements:
- Fluency in both written & spoken English and Arabic are essential.
Team management
This role does not have team management responsibility.
