Overview of position
The Puntland Ministry of Public Works & Transport is in charge of planning, directing, controlling & building public infrastructure as well as facilitating provision & maintenance of quality infrastructure while developing capacities for other local institutions. The Ministry is pursing reforms in the public works & transport sector including establishing appropriate policies, structures, regulatory frameworks, systems, relationships & supporting the building of capacities of regional & local govt. structures as well as other line ministries & agencies with responsibility for public works delivery. The Ministry is engaging a facilitator, who will support the Ministry in these efforts & in establishing the regulatory environment & in developing systems, tools & capacities of local govt's.
Role objectives
The facilitator will liaise with the Ministry of Public Works & Transport (MOPW&T) & report to the MOPW&T Director General & Planning Department. S/He will support the Ministry to:  
  • Set up & review the overall structure of the Ministry & district departments.  
  • Support the updating & revision of the technical construction material standards & specifications for buildings.
  • Train the district public works departments & contractors on standards & specifications for buildings.
  • Provide specific technical skill & competency building of the Ministry counterparts & the district Public Works Engineers & others cadres, including technical input of relevant baseline data, public works planning, feasibility studies/review & development of technical of construction standards, investment & maintenance planning, budgeting & cash flow projection as well as management & maintenance systems of infrastructure assets created.
  • Support development of technical quality assurance tools, approaches & provide technical backstopping & enforcement.
  • Submit workshop & training reports to the Director General of the Ministry & incorporate feedback.
  • Submit reviewed & or amended requisite policies & regulations including: Urban Regulatory Framework, Construction Companies Regulations & Building Standard Regulations.

Project reporting
This role reports to the MOPW&T Director General & Planning Department.
Key competenciesEducation:
- The facilitator is required to have a University Degree with good facilitation & communication skills at local level & institutional capacity development.

Experience:
- 3 years’ work experience in Puntland or in post conflict countries.
- Proven experience in developing & nurturing the capability of others.
- A proven leadership & managerial capability in the context of collaboration with administrative structures of developing countries.
- Willingness to travel & work to where the programs main activities are located.

Language:
- Excellent command of Somali written & spoken; excellent command of written & spoken English.

Computer Proficiency:
- Knowledge & ability to work with MS Office (Word, Excel, PowerPoint) & Computer Aided Design (Auto CAD).

Functional Competencies:
- Ability to comprehend & support development & implementation of training & mentoring activities for technical public works personnel.
- Ability to provide advice on procedures develop guidelines & training materials, recommend on alternative courses of action, policy, procedural matters & present them at high level meetings, design & synthesize strategies for program development.
- Substantive knowledge on project formulation & management, organizational/institution capacity building, governance & service delivery.
- Demonstrated strong coordination & facilitation skills.
- Strong communication skills (oral & written).
- Results oriented, flexible & problem solving skills.
Team management
The facilitator will liaise with the Ministry of Public Works & Transport (MOPW&T).
